Mats in a long-haired cat almost never start on the surface. They start underneath, in the soft undercoat, and by the time you can see one from the top it has already been forming for a while. A standard brush skims the topcoat and leaves that layer untouched, which is why a cat can look well groomed and still be matting.
The alternating tooth lengths are the whole point. The long teeth get down through the topcoat into the layer where the problem begins, while the short teeth work the surface on the same pass. Used regularly it is closer to prevention than rescue.
